Sri Lanka to Repeal PTA, Draft New Counter-Terrorism Law in Line with Global Standards

Sri Lanka is moving to repeal the Prevention of Terrorism Act (PTA) and introduce a new counter-terrorism law aligned with international standards, Minister of Justice and National Integration Harshana Nanayakkara told the UN Committee on Enforced Disappearances in Geneva.

He said a Cabinet-appointed committee is in the final stages of drafting the legislation, which is expected to be tabled soon.

As part of wider reconciliation measures, the Cabinet has also approved Rs. 375 million for the Office on Missing Persons (OMP) to expedite investigations. The OMP has already traced 23 missing persons, issued certificates of absence, and made referrals to the Office for Reparations.

Minister Nanayakkara emphasized that Sri Lanka’s independent judiciary and oversight bodies underpin these reforms, adding that the government remains committed to strengthening reconciliation institutions and ensuring their independence.

The reforms reflect the government’s broader pledge to justice, accountability, and national unity as part of post-conflict recovery efforts.
